The municipality's HR strategic department is part of the municipal executive administration. We work for a sustainable working life for the entire organization by developing, leading, and driving cross-municipal strategic HR work and executing HR assignments.

JOB RESPONSIBILITIES

In the role of HR strategist for leadership, you are responsible for developing, coordinating, and following up on the municipality's work with management and leadership development. The assignment aims to strengthen sustainable and clear leadership that contributes to a good working environment, high quality in operations, and an attractive employer.

• Develop and manage the municipality's overall strategy and structure for management and leadership development in accordance with the municipality's goals and values
• Be responsible for the municipality's management and leadership programs, forums, and networks for managers
• Act as a qualified support to management teams and HR partners in matters related to leadership, management, and organizational development
• Identify development needs through analysis of, for example, employee surveys, workplace data, and key figures
• Monitor the external environment in the field of leadership, working life, and the public sector and translate relevant insights into the municipality's work
• Contribute to the development of the municipality's cultural work and employer brand from a leadership perspective
• Represent the municipality in the continued development of the regional program Tomorrow's Leaders
• Procure, coordinate, and ensure the quality of external training efforts and collaborations

QUALIFICATIONS

For the role, we are looking for someone who has the ability to see the whole picture and the connections between leadership, organizational development, and working environment. You can translate complex issues into clear and useful working methods that strengthen both managers and the organization.

As a person, you are communicative and have an inclusive approach, creating trustworthy collaborations and working equally well independently as with others. Your ability to coach, influence, and create engagement fosters participation and consensus in development and change work. You are structured and persistent and can work focused even in long-term assignments.

We are looking for someone who has:

• Relevant university education with a focus on HR/leadership
• Several years of experience working with strategic and operational leadership development, change management, and group development
• Experience planning and conducting training, workshops, and development programs, both collaboratively and independently
• Excellent ability to express yourself in speech and writing
• Good system skills and interest in development and digitization within the area of responsibility

It is meritorious if you have:

• Experience working in a municipal or other politically governed organization
• Certification or training in leadership or group development methodology
• Experience in change management in larger organizations
